GUIDELINES FOR ARTICLES ACCEPTANCE, REVIEWING AND PUBLISHING

1. These Rules were adopted pursuant to the Order of the Ministry of Education and Science of the Russian Federation dated 07/25/2014 No. 297 "On Approval of the Rules for the Formation of a List of Peer-reviewed Scientific publications in which the main scientific results of dissertations for the degree of Candidate of Sciences, for the degree of Doctor of Sciences and requirements for peer-reviewed scientific publications for inclusion in the list of peer-reviewed scientific publications in which the main scientific results of dissertations for the degree of Doctor of Sciences should be published".

The purpose of the Rules is to ensure the high quality of scientific articles published in the «Scientific Journal of the Far Eastern State Technical Fisheries University».

2. Original author's articles with scientific novelty, relevance, practical significance, corresponding to the declared scientific specialties and the profile of the journal are accepted for publication in the journal. Articles of an extremist nature, containing biased and incorrect assessments of other scientific works are not accepted for publication.

3. The authors submit articles to the journal based on the results of their own original research. All persons who have made a significant contribution to the research are indicated as co-authors. It is unacceptable to specify persons who did not participate in the study as co-authors.

4. Authors should not submit for publication in the journal: works that largely repeat the author's already published works and which present similar scientific results of the same research; works that are compilations made up of the texts of the author's already published monograph or are chapters or other parts of the monograph.

5. Authors should follow the ethical principles of specifying sources and cited literature in the article – only those sources and literature that were actually used in the course of the study should be indicated in the bibliographic lists. Formal citations that are superficially relevant to the study are unethical.

6. Citation is permissible to the extent justified by the goals and objectives of scientific research. Excessive citations are considered unethical, and if there are any, authors will have to reduce their number according to the recommendations of experts.

7. If the submitted article contains copyrighted materials (illustrations, tables, diagrams, maps, etc.), the authors of the article are responsible for ensuring that the use of these materials does not violate the rights of copyright holders. In the text of the article, in the caption to the illustration (drawing, map, diagram, etc.), it is necessary to indicate the author / source of the illustrative material.

8. By submitting an article to the editorial office of the journal, the author grants the publisher of the journal Far Eastern State Technical Fisheries University a non-exclusive royalty-free right to publish the article and post its electronic version on the Internet with the ability to access it from anywhere in the world. The author retains the copyright to the work.

9. A scientific article submitted to the editorial office of the «Scientific Journal of the Far Eastern State Technical Fisheries University» is considered for compliance with the profile and subject of the journal, as well as the current "Requirements for the design of the article" and the requirements for originality set out in paragraphs 2-6 of these rules. Articles that do not meet these requirements are rejected. The editorial board of the journal checks the article in the Anti-Plagiarism system, and a report with the results of the check is sent to the reviewer along with the article.

10. The Journal does not publish works previously published or under consideration in other printed and/or electronic publications. If the authors send an article to the journal that is simultaneously under consideration in another publication, in this case they are obliged to notify the editors of both publications. If the article is approved and recommended for publication in any of them, the authors must immediately withdraw the article from another publication, notifying the editorial board at any stage of the preparation of the issue. If an article is published simultaneously in two scientific publications, it is subject to retraction in both.

11. The editorial board of the «Scientific Journal of the Far Eastern State Technical Fisheries University» carries out a review of all materials submitted to the editorial office that correspond to the subject of the publication, for the purpose of expert evaluation. All reviewers must be recognized experts on the subject of peer-reviewed materials and have published on the subject of the reviewed article within the last 3 years. Both members of the editorial board of the journal and specialists from other institutions of higher education or scientific organizations can be involved as reviewers.

The editorial board of the «Scientific Journal of the Far Eastern State Technical Fisheries University» uses the principle of one-sided blind review. Reviewers' reviews of the submitted work are not intended for third parties and are brought only to the attention of the editor-in-chief, the responsible editor of the journal, the responsible editors of the headings and the author/s of the work.

12. Reviews are kept in the publishing house and the editorial office of the publication for 5 years. The editorial board of the publication sends copies of the reviews to the Ministry of Science and Higher Education of the Russian Federation and/or to the Higher Attestation Commission upon receipt of a corresponding request to the editorial office of the publication.

13. Manuscripts of articles, as well as the data provided in them, tables, figures, maps, etc. the materials belong to the authors and are their intellectual property. Reviewers undertake to observe the principle of confidentiality and not to transfer to third parties the articles received for review, or disclose the information contained in them, or use this information for personal purposes.

14. The review should contain a qualified analysis of the material of the article submitted for review, an objective and reasoned assessment of it, as well as reasonable recommendations for editing the text of the manuscript in case of errors and inaccuracies. The review highlights the following aspects: the general nature of the material submitted for review, scientific novelty, presentation of the material (structure of the article) and the scientific and practical significance of the results of the research.

15. The reviewer undertakes to notify the editorial board of the «Scientific Journal of the Far Eastern State Technical Fisheries University» if, during the expert evaluation of the article, a conflict of interest may arise (on research topics, financial, etc.), which prevents an impartial review and decision-making on the publication of research results. In this case, the article will be sent to another expert.

16. The editorial board of the «Scientific Journal of the Far Eastern State Technical Fisheries University», represented by the responsible editor, sends copies of reviews or a reasoned refusal to the authors of the submitted materials. According to the results of the review, the article can be:

  • accepted for publication;
  • sent for revision with subsequent re-review;
  • rejected.

17. The author finalizes the article in accordance with the reviewer's comments, the new version is sent to the reviewer for re-peer review. The author may disagree with some of the reviewer's recommendations. In this case, he sends reasoned objections in writing to the editorial office. By the decision of the responsible editor of the heading, the article may be sent for re-review to another expert. The final decision on the publication of the article is made by the responsible editor of the column, in controversial cases – at a meeting of the editorial board under the supervision of the editor-in-chief.

18. Articles recommended for publication undergo editorial processing – technical and literary (if necessary) editing that does not distort the meaning of the article, and proofreading. The responsible editor of the journal undertakes to ensure that all changes made to the original text of the article during its editing are coordinated with the authors.

19. The issue of the journal contains 15-20 articles. The next issue of the journal includes articles for which there are positive reviews and all necessary documents (application, consent to publication and expert opinion) by the time the issue begins layout. The preferential right of publication is given to articles completed within the framework of a state assignment or grant.

20. If the number of articles recommended for publication exceeds the volume of the relevant heading, the editorial board decides to publish the article in subsequent issues of the journal and sends the author an e-mail message about the expected dates. At the request of the author, the editorial board can issue a certificate stating that the article has been accepted for publication and will be included in one of the next issues of the journal.

21. At the request of the authors, an article that has received a positive review can be published Online First before the scheduled issue of the journal is published – with the mandatory assignment of the DOI index and the EDN code. Within a week after acceptance for publication, the article will be published on the page of the «Scientific Journal of the Far Eastern State Technical Fisheries University» in the Scientific electronic Library eLibrary in the section "Online First" and later included in one of the subsequent issues. This service is paid.

22. After the issue of the journal is published, the responsible editor places the issue on the publication's website and notifies the authors about it. The issue of the journal is sent for publication to the Scientific Electronic Library eLibrary and other electronic library systems. The editorial board is not responsible for the timing of publication of the issue of the journal in electronic library systems.
